rights and extra-judicial killings cases, Acting DOJ
Secretary Agnes VST Devanadera issued on October 10,
2007, Department Order No. 841, directing the National
Prosecution Service under the leadership of Chief State
Prosecutor, more particularly all state prosecutors,
city/provincial prosecutors and regional state
prosecutors who are members of the Task Force on Human
Rights and Extra-Judicial Killings (created under
Department Order No. 257 dated March 27, 2007), to
expedite and give utmost priority to said cases by
conducting marathon preliminary investigation and to
resolve the same within sixty (60) days from date of

various courts nationwide, handling prosecutors were
directed to ensure that successive dates of trial are
requested from the courts and that all forms of
postponements are avoided. Finally, to maintain a system
of monitoring, prosecutors were required to submit to
Assistant Chief State Prosecutor Richard Anthony D.
Fadullon as one of the supervising ACSP's of the
aforementioned Task Force, a report of the respective
