This program is harnessing all the powers and strengths of the offices, and agencies, and personnel of the Department of Justice to address the spate of these unexplained killings while at the same time telling the whole world that at the Department of Justice, justice is being dispensed with equally, fairly, and expediently. Equally means that not just only victims but also suspects are afforded all benefits under the law. Fairly means transparency in every aspect of the process; everyone can have his grievance properly addressed, and the department will make sure that the law applies to all or none at all. Expediently means that there are specific timetables for every step of the entire process and to achieve this volunteers are encouraged to participate; there is a monitor system to make sure the system works; and while it may be treading in dangerous grounds our DOJ personnel will also make sure that court/judicial processes do not add to the delay.
