SITUATION AND NATURE OF
PROBLEM
Unexplained killings are
not simple and isolated cases. They are intertwined with
insurgencies, trade communism, political rivalries and
personal vendettas. Likewise, each killing has some
effect on the political, economic, social, media and
security aspects of the society. An extrajudicial
killing of a trade unionist can lead to a vengeance on a
police officer which in turn can lead to another
unexplained killing of a political leader of a militant
group. The situation does not only lead to a simple
cycle of violence but it eventually evolves into a
complex politico-socio phenomenon. One that needs a
Whole-Government Approach. Unfortunately at this time of
the game would only be ineffectual assuming it can even
be given life. But what is needed badly and immediately
is a Whole-Department Approach.
